 SKILL TRAINING CENTRE AT VARAKALA AND  ADJOINING SEVEN GRAMA PANCHAYATS UNDER PRATHAN MANTHRI KOUSHAL VIKAS YOJANA

     Employability of youth continues to be a major challenge given the industry. For example, in India each year over 3 million graduates and post-graduates are added to the Indian workforce. However, of these only 25 percent of technical graduates and 10-15 percent of other graduates are considered employable by Industry. The situation is grim for those who are Not in Education, Employment and Training (NEET). Many of them don`t get an entry point into the education system due to lack of basic qualification and end up being part of the unskilled, underemployed workforce, affecting competitiveness of industries. 

     Skill development and entrepreneurship efforts across the country have been highly fragmented so far. As opposed to developed countries, where the percentage of skilled workforce is between 60% and 90% of the total workforce, India records a low 5% of workforce (20-24 years) with formal vocational skills. There is a need for speedy reorganization of the ecosystem of skill development and entrepreneurship promotion in the country to suit the needs of the industry and enable decent quality of life to its population. Skills Development and Entrepreneurship is core to youth engagement and poverty alleviation. Creating a model, which will be recognized for its impact and on improving the way people acquire skills and on how industry retains manpower is critical need of the present.

     Pradhan Manthri Kaushal Vikas Yojana (PMKVY) is the flagship outcome-based skill training scheme of the new Ministry of Skill Development & Entrepreneurship (MSDE). The objective of this skill certification and reward scheme is to enable and mobilize a large number of Indian youth to take up outcome based skill training and become employable and earn their livelihood. Under the scheme, monetary reward would be provided to trainees who are successfully trained, assessed and certified in skill courses run by affiliated training providers.

ACTIVITIES OF THE PROPOSAL

The activities of the proposal include the following:

·        Identification of beneficiaries who are interested in seeking employment/ starting ventures in high tech agriculture, telecom and retail sectors.

·        Provide skill training as per National Occupational standards developed by concerned Sector Skill Councils of Government of India and under the                   scheme “Pradhan Manthri Koushal Vikas Yojana”

·        After the training the applicants will be provided soft loans to start small ventures in which they are trained.

·        Adequate hand hold support will be given to stabilize the ventures.

 

The salient features of the training programme are as follows:

1.     The syllabus of the training programme will be in accordance with the National Occupational Standards and Quality Frame work as developed by concerned Sector Skill                 Councils of Government of India.

2.     The practical oriented training will be of 150 hours duration. Every day the training duration will be three hours and the module will be completed in 50 days.

3.     After the training programme there will be Internship to get working experience (100 – 150 hours)

4.     Assessment by External Assessment Agency deputed by Sector Skill Council, Government of India.

5.     Certification and  monitory reward under PMKVY – 2015 scheme

     This does not include food/ accommodation, skill centre expenses, travelling expenses for trainees. This includes only fees to training support provider, fees to External Assessment Agency and expenses for training faculty and stationary.

REWARD UNDER PMKVY:

     After 150 hours of training and internship assessment will be done by external AssessmentAgency deputed by concerned Sector Skill Council, Government of India and the successfully passed out trainees will get the monetary reward of Rs 7500 to 10000 from NSDC (National Skill Development Corporation) under PMKVY scheme. Necessary data uploading of enrolled beneficiaries will be done by authorised agency. VIVIDC will advance training fees and the same can be recouped back from the reward money by auto debit from beneficiaries’ bank account while sanctioning PMKVY assistance.


ROLE OF VIVIDC

·        VVIDC will provide Skill training centre for conducting the training programme.

·        It also provides funds towards training fee as advance for each batch to the Training support Provider.

·        When the reward money is sanctioned under PMKVY the same can be recouped to the VIVIDC account by auto debit and thus the funds can be utilized as revolving fund.

·         VVIDC will monitor the conduct of training programme and will provide support to external assessment agency deputed by Agricultural Skill Council of India to do                          assessment of the trainees.
